What Compliance Certificates Do You Need to Sell a Property in Cape Town?

If you're preparing to sell your home in Cape Town, compliance certificates are one of the most overlooked — and most stressful — parts of the process. Leave them too late, and they can delay your transfer by weeks. Get them wrong, and your sale can fall through entirely.

Here's a straightforward guide to what's required, what's optional, and how to make sure everything is in order before you go to market.

What is a compliance certificate?

A compliance certificate is a document issued by a qualified professional confirming that a specific system or installation in your home meets the required legal standard. In South Africa, certain certificates are legally required for a property transfer to go through. Others are required depending on what's installed at the property.

The certificates you'll need:

Electrical Certificate of Compliance (COC) Non-negotiable. Every property sale in South Africa requires a valid electrical COC issued by a registered electrician. It confirms the electrical installation is safe and compliant with SANS 10142. If your property has had any electrical work done since the last COC was issued, or if the existing certificate is older than two years, you'll need a new one.

Plumbing Certificate of Compliance Required in the City of Cape Town. This confirms that water and drainage installations comply with the municipality's bylaws. It covers water pressure, geyser installations, and drainage connections. A registered plumber must issue this certificate.

Electric Fence Certificate of Compliance If your property has an electric fence, a separate certificate is required. This must be issued by a registered electric fence installer and confirms the fence meets the requirements of SANS 10222-3. This is separate from the electrical COC and is often missed.

Gas Certificate of Compliance If your property has any gas installation — including a gas hob, gas fireplace, or gas geyser — a gas COC is required. This must be issued by a registered LP gas installer and confirms the installation is safe and compliant.

Beetle Certificate: Technically known as a Timber Infestation Report, the beetle certificate is required in the Western Cape for properties in designated areas, including most of Cape Town. It confirms the property is free from wood-destroying beetles and other timber pests. Required by most bond originators, even where not strictly legally mandated.

What about other certificates?

Depending on your property, you may also need a borehole certificate, a solar installation certificate, or a homeowners association clearance certificate. Your conveyancing attorney will advise on these based on your specific property.

How long does it take?

Realistically, allow 2-3 weeks to get all certificates in order — and that's if everything is compliant and no remedial work is needed.

If work is required — rewiring, fixing a gas installation, sorting out a plumbing issue, clearing a beetle infestation — add another 2-4 weeks on top of that. Minimum.

Here's what nobody tells you: the good contractors who can actually do this work properly are typically booked 4-6 weeks out. Leave your certificates until after you've accepted an offer, and you have two choices — wait and stress your buyer, or call whoever is available immediately. And whoever is available immediately at short notice is available for a reason.

Last-minute compliance work means last-minute prices, rushed inspections, and contractors who know you have no leverage. It's one of the more reliable ways to turn a smooth sale into an expensive headache.
